Investigative reporter Clea infiltrates the 1-800 phone sex offices in hopes of exposing her connection to the local police. She sees that police cars are parked outside the building at all hours of the day, but they never seem to respond to noise complaints from the building's more conservative tenants. When Clea meets Lela, the new manager of 1-800-Phone Sex, in the hallway, she is mistaken for an applicant - the perfect in. Within moments, Clea is faced with a choice - fuck a stranger to maintain her cover, or chicken out and pass on what may be the scoop of a lifetime.
